Scaling poverty graduation in partnership with African governments
Building upon our many years of experience and the positive evidence for our poverty graduation model, we aim to support African governments in developing and implementing holistic economic inclusion programs at scale.
Groundbreaking partnership with West Pokot county government and Wasafiri Consulting in Kenya
Village Enterprise has supported the county government of West Pokot to develop the first-of-its-kind graduation policy, in collaboration with Wasafiri Consulting and funded by the Open Society Foundations.
This important step represents a county-level commitment to implement our poverty graduation programming across the area and was signed by the governor of West Pokot at the end of 2019. The county government aims to use this policy to guide the elimination of extreme poverty in West Pokot (which is currently estimated at 26.3% or 170,000 people) over the next five years.
As part of our scaling strategy to work with governments, Village Enterprise will showcase the success of this project with other counties and local governments to support them in developing their contextualized poverty graduation policies. These policies will enable the local governments to allocate funding from their budgets to implement poverty graduation programs at scale.

Partnering with the Government of Kenya to support 7,500 households living in extreme poverty and laying the groundwork for scaling throughout Kenya: Social Economic Inclusion Project (KSEIP)
Global Development Incubator, BOMA Project, and Village Enterprise have partnered with Kenya’s government (with support from the World Bank and FCDO) to implement the transition from unconditional cash transfers to a poverty graduation approach, providing a more sustainable path out of poverty for impoverished families in Kenya. During the three-year project (2021-2023), Village Enterprise and BOMA are leading on project implementation in five counties, with the intent that the Government of Kenya will implement and bring graduation programming to scale after the project.
